Health and Safety Excellence Program of WSIB – Earn rebates, Get Recognition, Address COVID-19

What employers know about the Excellence program?

Most of you would know that by enrolling in the WSIB’s H&S Excellence Program, you can earn rebates and get non-financial recognition through digital badges.

What employers need to know?

While helping you earn rebates and recognition, the Excellence program can help you address COVID-19.

Following are the eight (8) topics from the Excellence Program recommended by the WSIB to help you address COVID-19:

  • Health and safety responsibilities – Identify and document roles and responsibilities in your workplace for responding to the pandemic
  • Risk assessment – Assess the health and safety risks of new work locations and/or work tasks resulting from COVID-19
  • Control of hazards – Control the spread of COVID-19 through implementing engineering controls, administrative controls, safe work practices, and PPE
  • Injury illness and incident reporting – Establish, implement monitor and maintain a procedure for reporting injuries and illnesses such as presumptive or confirmed incidence of COVID-19
  • Emergency prevention and preparedness – Ensure your organization is ready to address challenges resulting from COVID-19 and is prepared for a potential second wave
  • Emergency response – Define a work plan to address COVID-19 and prevent further spread
  • Workplace health promotion – Support employee mental health through the pandemic
  • Return to work (3 topics) – Establish, implement, monitor and maintain a return-to-work program to support ill employees and help them return safely to work

WSIB’s Excellence Program – a quick overview

WSIB launched its Health and Safety Excellence Program (Excellence Program) in January 2020. Moreover, the program promises to change the way businesses perceive Occupational Health and Safety (OHS) in Ontario. Going forward, businesses in Ontario need not perceive workplace health and safety as a cost. In fact, with the new Health and Safety Excellence Program, health and safety becomes an investment. Furthermore, the new program will provide Ontario employers with rebates on their WSIB premium based on completion of program requirements.

What is the WSIB’s Health and Safety Excellence Program?

The Health and Safety Excellence Program integrates the strengths of WSIB’s three previous voluntary programs. Moreover, these include the Small Business, Workwell, and Safety Groups programs. Furthermore, the new single health and safety program provides more service and delivery options.

Rebates and recognition for workplaces are an integral part of participating in the new program. Moreover, employers of all sizes can work with WSIB-approved providers to join the program. In fact, the program aims to help employers in Ontario develop and/or improve their health and safety program. Thus, you can join it regardless of where you are in your health and safety journey. Furthermore, it will help you build a health and safety management system based on best practices.

What are the benefits of enrolling in the H&S Excellence Program?

By enrolling in the H&S Excellence Program, you will enjoy several benefits such as:

  • Being eligible for financial rebates from WSIB based on successful completion of the program.
  • Receiving digital badge recognition from WSIB for both participation and completion in the excellence program. In fact, you can place that on your company’s electronic material such as your website and emails.

A WSIB-approved provider, 4S Consulting Services Inc. can provide you with all the support you will need to be successful with the Health and Safety Excellence Program. Furthermore, 4S can assist you with choosing the H&S topics, program admin support, consulting support for your program (if required), team mentoring, and ongoing support (if required).

What is the approximate rebate you can expect?

WSIB calculates rebates as a percentage of total premium per completed topic. Moreover, participating employers can complete between 1-5 topics each year.

Businesses with less ability to impact their premium (<20% predictability) will receive 2% of their total WSIB premiums per completed topic. However, businesses with more ability to impact their premium (>20% predictability) will receive 1.4% of your total WSIB premiums per completed topic.

To determine your predictability percentage level, please visit the WSIB Compass. Moreover, you can look up information for your business. Under the “Premium Rates”, you will see your predictability in the top right corner.

Rebate Levels:

  • The minimum rebate is the lower of $1,000 per completed topic OR 75% of WSIB annual premium overall.
  • However, the maximum rebate is $50,000 per completed topic.

Who’s eligible to participate in the H&S Excellence Program?

All businesses with an active WSIB account number are eligible to participate in the excellence program. Moreover, to participate in the program, employers need to select a WSIB-approved provider.

Here’s how the safety excellence program works:

1) Attend an information session (optional)

WSIB hosts FREE information sessions to provide you with key program information. Further, this includes information about Ontario’s health and safety legislative requirements, recent updates, and role of WSIB.

The sessions provide a program overview, discuss eligibility criteria, and walk you through the program registration and participation process.

2) Join through a WSIB-approved provider – “Join” stage.

Once you have decided that you want to participate in the program, you need to select a WSIB-approved provider.

Until today, the WSIB has approved over 20 providers. Moreover, the providers assist participating companies to:

  • Participate in the program while providing employers with admin support
  • Take them through the registration, topic selection, topic completion, validation, and payment process

Each provider has its own type of services. These services are generally based on the following:

  • Services they offer
  • Industries they are familiar with
  • Regions they cover through their services

For example, 4S Consulting has a variety of services associated with the Excellence Program. Furthermore, this enables 4S to serve the smallest to the largest companies with services that fit their needs.

Each provider sets the fees for these services based on the types of services it offers.

 2.1)  Assessment, Topic Selection and Action Plan Completion

Every participating company must take a health and safety assessment provided by the WSIB. Moreover, this assessment will help evaluate where a company is on their health and safety journey and topic selection. Furthermore, if you choose 4S as your provider, we will assist you with the assessment completion and selection of topics. However, participating companies must choose topics that will provide them with the most value. Therefore, we will help you choose topics that address known gaps in your health and safety program.

After you complete your assessment, you will have 90 days (three months) to finalize your selected topics. Further, you will need to also complete your Action Plan within these 90 days.

3) Complete Topic  – “Develop” Stage

At this stage, you will begin to work on your selected health and safety topics. Moreover, your provider will guide you through the program process. Furthermore, based on your selected services chosen, they may provide more hands-on support with topic completion.

A well-developed occupational health and safety program is a written plan that can help you:

  • Identify and control hazards
  • Define safety responsibilities
  • Respond to issues and emergencies.

Moreover, safety shouldn’t be an after-thought. In fact, your program should build health and safety into all your workplace practices and activities.

A health and safety topic is typically a chapter in that plan. Furthermore, it focuses on a single specific component or process of health and safety. This includes training or encouraging active worker participation.

4) Validate Topic – “Demonstrate” Stage

Upon completion of each topic, the WSIB requires evidence to show the completion. Therefore, with the help of your provider, you will submit this evidence to the WSIB. Moreover, each participating company receives a desk validation by a WSIB validation. This will include review of the evidence package submitted. Furthermore, please note that WSIB might choose you as a participating company an onsite review and validation.

WSIB chooses companies for onsite review and validation based on certain factors. Furthermore, WSIB might select a company for onsite review and validation based on:

  • Specific topics or industry focus
  • Years of program participation
  • Discrepancies in information

The onsite validation builds on the results of the desk validation. Therefore, it is a verification of the evidence package you have already submitted for each topic. Hence, all employers should be prepared and ready for an onsite validation.

You should complete your topics and submit evidence for validation within 12 months of the initial sign-up for the program.

5) Achieve Recognition & Rebate Payment – “Achieve” Stage

You’ve worked hard to implement your health and safety topics. Therefore, you deserve to be rewarded. Moreover, rebates and recognition are key components of program participation.

The WSIB will issue rebate payments every Spring and Fall while the program runs. Furthermore, WSIB expects the first payment batch to be in November 2020.

Program participants get a 60 calendar day window to correct any gaps identified during desk validation.

* Only Schedule 1 employers can get financial rebates.
