What Is COR® Certification in Ontario?
COR® (Certificate of Recognition), also searched as “core certification”, is a national health and safety accreditation. It verifies, through an independent third-party audit, that your safety management system meets the national standard. COR® is endorsed by the CFCSA and granted provincially. In Ontario it is granted by IHSA under the COR® 2020 standard. To achieve COR® certification, organizations must meet the COR® 2020 audit requirements, including a minimum overall score of 80% and at least 65% in each of the 14 elements.
COR® is now required to bid on most major Ontario construction projects, and it shows due diligence to clients, regulators and workers.

COR® and WSIB Rebates in Ontario
COR® can help pay for itself. There are two WSIB routes, and the order you take them matters:
1
WSIB Health and Safety Excellence Program
Earn rebates of $2,000 to $50,000 per completed topic while you build the foundations COR® requires. See our WSIB Excellence Program support.
2
Supporting Ontario's Safe Employers (SOSE)
Once you hold COR® 2020, you can apply for Chief Prevention Officer recognition and the WSIB’s Ontario Safe Employers Rebate, a minimum of $3,000 a year for up to three years. 10 of the 118 employers on the Ministry’s SOSE list are 4S clients: 6 through COR® and 4 through ISO 45001. See our SOSE support.
Plan the sequence: Applying to SOSE disenrolls you from the Excellence Program, so complete the Excellence topics you need first. We map that sequence for you. Learn more in our WSIB rebate program guide.
Need an international standard instead? We also support ISO 45001, which SOSE also accepts.

Frequently Asked Questions
What is COR® certification in Ontario?
It is the Certificate of Recognition granted by IHSA, confirming that your health and safety management system meets the COR® 2020 standard. You need 80% overall and at least 65% in each of the 14 elements.
Is "core certification" the same as COR®?
Yes. “Core certification” is a common misspelling of COR®, the Certificate of Recognition
Is COR® certification mandatory in Ontario?
Not by law, but the City of Toronto, Infrastructure Ontario, Metrolinx and many general contractors require it to bid.
How long does it take to get COR® certified in Ontario?
About 12 months for most employers, and longer for seasonal businesses.
How much does COR® certification cost?
It depends on your size, your current program and how much support you need. Request a COR® consultation for a tailored estimate, or read our COR® certification cost guide.
Does 4S carry out the COR® audit?
No. In Ontario, only IHSA grants COR® and completes the external audit. 4S prepares you for it: we build and implement your program, support your internal audit, and get your team ready for IHSA.
What is your success rate with COR® audits?
Every 4S client has passed their COR® external audit, with scores averaging above 90%. Over the past 10+ years we have supported 120+ of the 900+ employers on IHSA’s COR® registry, and 10 of the 118 employers on Ontario’s SOSE list are 4S clients.
If I am COR® certified, can I join the WSIB Excellence Program?
Yes, as long as you have not applied to Supporting Ontario’s Safe Employers (SOSE). Applying to SOSE ends Excellence Program enrolment, so most employers complete their Excellence topics first and then use COR® 2020 to apply for SOSE and the Ontario Safe Employers Rebate.
Can a contractor with COR® from another province work in Ontario?
Usually only with IHSA reciprocity. We help out-of-province contractors through the process.
How long is COR® valid?
Up to three years, validated annually, with an internal audit plus IHSA verification in years 2 and 3.
